What Can A Tax Lawyer Do For Me?

The tax man is coming around again this year and I still owe. I don’t make enough to cover what is due. I’ve been keeping up to date, for the last few years but I’m still hurting from my from 2000. I’d like to know what a lawyer can do, and how does paying them work? Seeing as how I can’t even afford to pay the IRS their monthly payments.
